Housing Production Plan
A Housing Production Plan (HPP) is a proactive strategy to address a community's unique housing needs and provide solutions to meet those needs that are appropriate for the community. The HPP establishes a strategic plan for production of affordable and mixed-income housing that is based on a comprehensive housing needs assessment and provides a detailed analysis of development constraints. The HPP is prepared in accordance with the Massachusetts Executive Office of Housing and Livable Communities (EOHLC) requirements.
The HPP update began with a community outreach phase that included conversations with stakeholders in Barnstable and data gathering and analysis that produced a Housing Needs Assessment. These initial findings were presented at a Community Housing Forum to inform and engage the public in further discussion of housing needs and a vision for a healthy, equitable and vibrant community. Using the community input, a draft of goals and strategies were developed. This product was presented at a second Community Housing Forum. The plan and the process has been guided by the Town's Housing Committee.
