Notice of Town Office Closures for the Holidays

Town offices close at noon Monday, December 24th for the Christmas Holiday. Offices will be closed Tuesday, December 25th for the observance of Christmas Day and Tuesday, January 1st for the observance of New Year’s Day.


Town Council Meeting – December 20th
Last night’s Town Council meeting began with public comment.  During Town Manager Communications, Town Manager Mark Ells responded to a request during public comment as it related to glyphosate products use on Town property.  The Town of Barnstable began eliminating such use on Town property over 10 years ago.  Mr. Ells provided updates on the following:

1.       We are proceeding with the tasks in the budget action calendar for FY 2020 as scheduled.  For information on our fiscal year budgets please view the Town’s Open Budget website at

2.       We have scheduled a progress meeting for January 7, 2019 with Fish & Wildlife to discuss the future potential to site water supply wells on the 250 acre parcel owned by the Commonwealth that directly abuts the Hyannis public water supply. 

3.       On November 27, 2018 at 3:00 PM, Mr. Ells attended the Board of Health (BOH) meeting to further discuss the proposal to eliminate or modify Chapter 360 Article XV. Protection of Saltwater Estuaries Interim regulations.  The hearing was continued to January 22, 2019.  We will keep you advised of our progress on this matter.

4.       The Town of Barnstable’s new website will be going live by the first week in January 2019.  There will be a link back to the old site for a short period of time.

5.       Vineyard Wind has communicated with us that the draft federal report and final state reports are on their website.  They have a schedule for public meetings.  More information on Vineyard Wind updates is available in this week’s eNews.

6.       Katie Servis, Barnstable Municipal Airport Manager, provided an update on the results of the Request for Proposals at the Capetown Plaza.

Maggie Downey, Compact Administrator, and Margaret Song, Commercial & Industrial Program Manager, of Cape Light Compact made a presentation to the Town Council about their offerings. The Orders of the Day started with Old Business.  The Town Council reviewed the recommendations of the Planning Board regarding Agenda item #2019-032 Amending Article V, Chapter 240, Section 25 of the Zoning Ordinance to revise regulations for the Highway Business District.  During their discussion, 19 amendments were moved.  The Town Council then voted to approve the amended item.  Agenda item #2019-051 Appointments to a Board/Committee/Commission: Hyannis Main Street Waterfront Historic District Commission; Licensing Authority; Old Kings Highway Historic District Commission; and Planning Board were approved. Agenda item #2019-056 Amendment to the Administrative Code to designate members of the Infrastructure and Energy Commission as Special Municipal Employees and to remove from the existing Special Municipal Employee Designation certain multiple member bodies that no longer exist was approved. Barnstable Public Schools Director of Facilities David Kanyock presented Agenda item #2019-058 Appropriation and Loan Order in the amount of $850,000 for repairs of Hyannis West Elementary School roof truss system was approved.  DPW Director Dan Santos presented Agenda item #2019-059 Appropriation and Loan Order in the amount of $571,000 for the Mary Dunn Well Number 4 Reactivation Project which was approved.  The Town Council gave thanks to Mr. Santos and Hans Keisjer, Water Supply Division Supervisor, for their efforts.  New Business began with Barnstable Police Chief Matthew Sonnabend presenting three grants (Agenda items #2019-060 Acceptance of a Fiscal Year 2019 Sustained Traffic Enforcement Program (Step) Grant in the amount of $16,159 from the Executive Office of Public Safety and Security, Office of Grant and Research, Highway Safety Division; 2019-061 Acceptance of a Fiscal Year 2019 Traffic Enforcement Grant in the amount of $12,000 from the Executive Office of Public Safety and Security, Office of Grant and Research, Highway Safety Division; 2019-062 Acceptance of a Fiscal Year 2019 Local Law Enforcement Equipment and Technology Grant in the amount of $20,000 from the Commonwealth of Massachusetts, Executive Office of Public Safety and Security) were approved.  Agenda item #2019-063 Appropriation Order in the amount of $100,000.00 Community Preservation funds for Community Housing Creation Seashore Homes, Inc., 185 Ridgewood Avenue, Hyannis, Development of 1 Affordable Housing Unit within a New Multifamily Development Map 328, Parcel 226 was referred to a Public Hearing on January 3, 2019.  Agenda item #2019-064 Amend Zoning Ordinance, Article III. District Regulations, § 240-39(k) signs in the Shopping Center Redevelopment Overlay District (SCROD) was referred to the Planning Board.  Agenda item #2019-065 Appropriation and Transfer order in the amount of $38,000.00 Community Preservation Funds for acquisition of conservation restriction 5.92 acres±, 0 Bumps River Road, Marstons Mills, Map 168 Parcel 009 was referred to a Public Hearing on January 17, 2019.  Town Council Vice President James Crocker thanked outgoing Town Council President Eric Steinhilber for his years of leadership to the Town Council.  Town Clerk Ann Quirk took over the meeting for the Town Council Election of 2019 Officers.  James Crocker was voted in for the position of Town Council President.  Prior to vote for Vice President, Debra Dagwan withdrew her name from consideration.  John Flores was elected Town Council Vice President. The next Town Council meeting will be held on Thursday, January 3, 2019 at 7:00 PM in the Town Hall Hearing Room.


Hyannis Resident Carnegie Award Winner
Congratulations to Hyannis’ David Duncan, one of 18 named a Carnegie Hero after saving police officer James M. Melia from an August 24, 2017 assault.  Mr. Duncan disarmed a knife-wielding man who approached the officer while he was attempting to take another man into custody.  Mr. Duncan has recently been awarded the Carnegie Medal for an extraordinary act of heroism.

Time to Renew Your Burglar Alarm Registration with the Barnstable Police Dept.
All burglar alarm registrations within the Town of Barnstable will expire on December 31, 2018.   If you are an Alarm User, commercial or residential, monitored or non-monitored, you need to renew your Alarm Registration and get your 2019/2020 decal.  Please complete a 2019/2020 Alarm Registration renewal form and submit with a $25.00 registration fee.  Renewal forms are available at the Barnstable Police Department or online at  Please renew by the expiration date (12/31/2018) to avoid costly late fees and unregistered alarm fines.  If you have any questions regarding the renewal please call 508-778-3824.  Please familiarize yourself with the regulations by visiting our website.  Thank you for your continued assistance and diligence in reducing false alarms in our Town!  

Vineyard Wind Updates

Vineyard Wind has leased a 160,000 acre area south of Martha's Vineyard, and 14 miles from the nearest shore.  The location was determined through a multi-year, inter-governmental task force process, which carefully considered scientific data and public input. The offshore wind project will consist of an array of wind turbines, spaced at least eight-tenths of a mile apart, that are each capable of generating over 8 MW of power.  Power from the turbines is collected by an offshore substation.  Submarine cables will be installed along a carefully designed route from the project site to a landing point on shore, buried up to six feet below the sea floor. The route has been designed after an extensive geological survey of the area to avoid as many sensitive areas as possible.  The upland cables will be buried along proposed routes in either Yarmouth or Barnstable. Federal and state regulators are again holding public comment periods for the proposed offshore wind development off the coast of Massachusetts known as Vineyard Wind.  The U.S. Bureau of Ocean Energy Management (BOEM) has released its Draft Environmental Impact Statement (DEIS) establishing a preliminary assessment of the impact of the project.  The Bureau is accepting public comment on the DEIS until January 22.  The draft federal report and final state reports are on the headings of Vineyard Wind’s website:  The meeting schedule is also available here:

The Hyannis meeting will be on Tuesday, January 15, 2019 at the Double Tree Hotel, Cape Cod Room, 287 Iyannough Road, Hyannis, Massachusetts 02601.  Open House 5:00-8:00 PM with Presentation and Q&A 6:00 PM. A forum is scheduled for March 12, 2019 at the Town Hall.  We will keep you informed as additional information becomes available.


Don’t Be Left Out!  Only a Few Seats Remain for the Next Session of Inside Barnstable Town Government Winter Classes

The twenty-sixth session of Inside Barnstable Town Government, A Citizens Leadership Academy will begin Tuesday, January 29, 2019. The academy is an 11-week commitment with the goal of educating the citizens of Barnstable about the operations of town government, while also obtaining valuable feedback and participation from those citizens participating in the Academy. The program is designed to advance understanding of and participation in civic affairs as well as to increase awareness of the challenges facing municipal government. Inside Barnstable Town Government began in 2003. To date, over 700 Barnstable residents and employees have participated in the program.  The classes will be on Tuesday evenings from 6:30-9:00 PM and will be held in various locations throughout the Town.  The Academy also includes a bus tour of the seven villages of the Town of Barnstable.  The classes will be conducted by Town staff and provide interactive learning experiences, group discussions, and site tours.  The program is free of charge and open to anyone who resides or works in the Town of Barnstable.   Class size is limited.  Please register early to avoid the waiting list.  Applications are available at the Town Manager’s Office, 367 Main Street, Hyannis or online here.  To receive an application by mail or fax, please call 508-862-4610.  For specific information, you may call Academy facilitators Susan French at 508-362-2864 or Arthur Caiado at 508-221-0412.


Cyber Safety

There has been a lot of information about the safety of your personal information when communicating on-line lately.  The following information was shared with Town of Barnstable staff and we feel that it is important to share with our readers.  The graphic below outlines Red Flags to look for when viewing emails and helping you determine if they are legitimate or fake.   Please take this very seriously!   Faking emails and making them look legitimate at first glance is the most used way to steal information and money from an organization or from your own personal accounts!  Please also keep in mind that EMAIL IS NOT SECURE!   You should NEVER send sensitive information and account numbers, bank or otherwise through email!  If account numbers need to be given, initiate the phone call to the telephone number you know belongs to the company/person (NOT a number from the suspect email) and give the important numbers/information over the phone.  AGAIN, NEVER send account numbers or other important sensitive information in email!  We would encourage you to print out the attachment and keep it in sight as a reminder as to how to be on the lookout for these types of phishing attacks.


NOTICE: Town of Barnstable Commercial Shellfishing Regulation
For those interested in the availability of a commercial shellfishing permit within the Town of Barnstable

407-12:A2 New Commercial Shellfishing License Procedure

(a) New commercial shellfishing permits may be issued at the rate of one new permit for every one non-renewed permit, or permit that is void as a result of other causes (i.e., forfeiture, death, etc).

(b) To become eligible for a new commercial permit you must apply, pursuant to these regulations, within January 1st and January 31st and pay the non-refundable $5 application fee. Upon the hand delivery of a completed legitimate application, and payment of the fee, the applicant’s name will be entered into a lottery. On February 1, 2019, the applicant names will be drawn by lottery to determine the sequential chronological order that applicants acquire a permit. On February 1, 2019, the Natural Resources Office shall post on the bulletin board outside its building, on Phinney’s Lane, a chronological list of applicants as determined by lottery eligible for a commercial permit as determined by vacancy.

(c) If an existing commercial permit becomes void, during the calendar year (January 1 through December 31) for which the permit was issued, the next eligible applicant as determined by the lottery will be notified, by mail, of the availability of a permit. The applicant shall have ten (10) days from the date of notification to pay the balance of the permit fee or the permit will be offered to the next eligible applicant as determined by the lottery. The new permit shall be available within ten (10) days, thereafter, to be picked up. New permits shall be issued for a given commercial shellfishing permit year (April 1 through March 31). The applicant list shall be dissolved each year as of December 31st.

Note: If any dates stated in regulation 407-12A fall on a Saturday, Sunday or Holiday recognized by the Town of Barnstable, the next Marine and Environmental Affairs Department business day shall apply.


Follow-up to East End Hyannis Planning Meeting

The Community by Design project is a joint initiative to develop compact model housing designs that are appropriate for the distinct characteristics of the neighborhood while also serving the housing needs of the community.  The design team of Union Studios will be gathering community input on preferences for building forms, scale, height and styles at this workshop which will guide development of local implementation tools. 5-Year Financial Forecast
A copy of the 5 Year Financial Forecast is now available on the Town’s website for public viewing. This report is submitted annually to town council and the public. The purpose of this financial forecast is to identify factors that may impact the financial condition of the Town such as, revenue and expenditure trends and any long- or short-term actions that may be taken into account.


The Barnstable Youth Commission is hosting its 3rd Annual Youth Job Fair!

The Ready, Set, Work! Youth Job Fair is back again this coming year on Wednesday, March 6, 2019 from 2:30-5:00 PM at the HYCC. *Updated* Road Work on Sea Street in Hyannis

Construction activities from December 27th through January 4th are scheduled to include constructing a portion of the shared use path from Keyes Memorial Beach northward, and installing a subsurface stormwater infiltration system on the Town property at 109 Sea Street. Work on the shared use path is expected to include sawcutting the east edge of the road pavement, grading, and placing gravel base. Work at 109 Sea Street is expected to include clearing some trees, excavating soil, installing the infiltration chambers and piping, backfilling and covering the system. During active construction in the roadway there will be lane closures with police details to direct traffic. Traffic may be delayed during lane closures and shoulder work, and motorists are advised to seek alternate routes to avoid the construction area. As always, please slow down and use extreme caution when traveling through the road construction areas and follow posted safety and detour signs.

*CONTINUES* SNEP Grant Stormwater – Three Bays Area in Cotuit, Marstons Mills and Osterville  

Ongoing site assessments at a variety of sites in the Three Bays Area will include the following locations; Bridge Street and South County Road in Osterville; South County Road in Marstons Mills; Putnam Ave./Captain Isiah’s Road in Cotuit. The project includes wetlands flagging, soil borings and survey work for possible green stormwater control infrastructure in the future. The work is expected to be completed by the end of December.

*CONTINUES * SNEP Grant Stormwater - Cordwood Landing, Cotuit

SumCo continues their construction at Cordwood Landing (Cordwood Road) site in Cotuit. The project includes upgrading and additional green stormwater control infrastructure on site. Construction at Cordwood is expected to be completed by the end of December.

*CONTINUES* National Grid Upgrading Natural Gas Mains

The Department of Public Utilities has shut down all National Grid projects until further notice.  We will update as information becomes available.

*CONTINUES* Route 28 (Falmouth Road) at Bearse’s Way
The Massachusetts Department of Transportation (MassDOT) will continue their roadway improvements for the “Route 28 Intersection Improvements at Bearse’s Way.” The project includes traffic signal and pedestrian improvements, constructing retaining walls and medians, and road widening.  Traffic during construction operations will be delayed and motorists are advised to seek alternate routes to avoid the construction work.  Specific traffic detours will be communicated as the work progresses and as updated information becomes available. The work hours will be 7:00 AM to 5:00 PM, Monday through Friday.

*CONTINUES* Utility Pole Relocations along Route 149 in Marstons Mills

Verizon is installing new utility poles in some locations along Route 149 between Route 28 and Lovell’s Lane, as well as on Main Street between Route 149 and the former elementary school.  After the new poles are installed, Eversource and Verizon will relocate their overhead lines to the new poles and remove the old poles.  This work is in preparation for the Town project to improve these sections of roadway.  DPW will announce the road construction start date when it is determined.  The utility pole relocations are not expected to interfere with traffic, although temporary lane closures with police details might be necessary in some locations.


Friendly Reminder from Animal Control

Dogs must be on a leash at all times.  The leash must be in the hand of the person with the dog.  Officers may ask to see the dog’s license tag which by law must be on the dog’s collar.  Violators may receive a written citation.  We hope you and your dog enjoy your visit but please be considerate of others during your stay.  And don’t forget that you must pick up and properly dispose of any waste left by your dog.

Re: Article VII Sign Regulations § 240-61 (N) Temporary Signs on Public Property
The Town of Barnstable Building Department would like to advise its citizens of a recent policy change concerning the existing temporary signs on public property ordinance.  The Department has reviewed and updated our guidelines as a result of the public’s expressed desire to maintain the quiet dignity and decorum of our memorial sites as well as to address safety concerns regarding motor vehicle traffic line of sight.  The revised policy includes restrictions on the number and placement of temporary signs on public property and a prohibition of temporary signs on memorial sites and traffic islands.  This revision was carefully and purposefully crafted to balance the need of the community to publicize special non-profit events while preserving the integrity of the memorial sites and to ensure traffic safety in each of the seven villages of Barnstable.  As always, applicants seeking to install signs on public property will need to register their event with the Building Department prior to placement of signage.  Forms are available online here or they may be obtained at the Building Department located at the 200 Main Street building.  The Sign Ordinance online link may be found here.  Staff is available to answer questions or to assist applicants with the registration process and can be reached at 508-862-4038.

The Barnstable Police Department has an emergency notification system. This system was used during the recent winter storms.  Make sure you are on our list. Sign up here today. What is CodeRED and why is it important to me? CodeRED is an emergency notification service by which town officials can notify Barnstable residents and businesses by telephone, cellular phone, text message, or electronic mail about time‐sensitive emergency situations or important community alerts. The system is capable of sending messages only to specific neighborhoods or the entire town.  Only authorized officials are allowed access to use the system.  Frequently asked questions can be reviewed here .  Be sure to take a moment to learn more about this important notification system.

Our citizen participation is exemplary and the Town Council appreciates each and every member who serves.
